[MERGE][bug #215522] ftp server returns 450 temp error on nlst

According to bug #215522 we have an FTP server that returns a temporary
error when there are no files in a directory, rather than returning an
empty list.

This patch just traps that error, and returns an empty list.

No tests, as we generally don't have tests for FTP server specific
patches. (Theoretically we should be creating a fake FTP server that can
return all the crazy error codes that we've been seeing, and make sure
that we handle them correctly. But that hasn't been our pattern.)

PS> I'm still waiting to hear that this patch does indeed fix the error
he was seeing. But so far I don't see any reason why it shouldn't.
