In addition to the .bzrignore file, there is an ignore configuration
file at ~/.bazaar/ignore.  This contains patterns for files which we
expect that users will never want to version:

*.a
*.o
*.py[co]
*.so
*.sw[nop]
*~
.#*
[#]*#

You are running into the "*.a" from this list, but you can just remove it.

Note also that you can always manually add any file you wish.  The
"ignore" patterns only apply to files that have not been added.

^^ note that *.a does not appear in your .bzrignore file, therefore it
must come from your ~/.bazaar/ignore file.
