bzr 1.3.1rc1 available for testing

Source is now available at

This fixes just one bug, http://launchpad.net/bugs/208418/  which
causes a crash when pulling from a knit to pack repository over the
bzr smart protocol (eg. bzr+ssh://)

Your testing and feedback would be much appreciated.

I plan to release this as 1.3.1final early next week.
