bzr 1.4 dates; adjustments to release process

Today is the end of the 3rd week of development for this cycle, and
we'll be doing 1.4rc1 next Friday.

John and Ian will both be on leave next week and generally not on line.

As Aaron pointed out we have lots of good patches needing review
and/or merging.  Andrew and myself will be trying to reduce that and
would appreciate help.

<http://launchpad.net/bugs/208418/> is a problem pulling between packs
and knits over bzr+ssh that has been reported to affect a number of
people.  We've been asked to do a fix for Ubuntu Hardy, which is in
the process of freezing.  We have a fix which is attached to the bug.
I am making a 1.3.1rc1 as a preview with only that change, and it
should be up at least as a tarball tonight.  Andrew is adding some
tests for the failure and will post that for review shortly.

So, this week we did do a bug-focussed day today, but not quite in the
way I expected.  We'll try to bring more people in and have a broader
scope of bugs next week.  There are plenty of bugs still wanting
triage; many people on this list would be able to look at them and
determine if it's a doc problem, user error, a duplicate, or a minor
or serious bug.
