bzr 1.4 dates; adjustments to release process

We did bzr 1.3 at the end of last week, so sticking with our 4-week
schedule we will have:

  April 11     bzr1.4 rc1
  April 18     bzr1.4 final

This cycle I will send a metronome mail every week, and do PPA builds
straight after making the release.

Robert reminded me recently that we used to have a bugfix-only week,
and seem to have quietly dropped it, in favor of having some testing
of the release candidate.  I think this is fine; we have a mix of
people doing new development, bug fixes, and optimization and I don't
see much benefit in tying it to the release schedule.

We talked in London about trying to have some bug days during the
month when we focus on triaging, fixing and reviewing bugs, and
particularly trying to mentor new people on irc through these stages.
That sounds worth a try.  I'd like to arbitrarily pick Friday next
week (the 4th) for the first one, unless anyone particularly prefers
another day.

We currently have 12 patches awaiting review, and 195 bugs in "New"
state (needing triage).
