Having been the co-head of ubuntu-universe-sponsors (at least, until i 
gave it away), for a couple of years, I'd suggest that people are 
joining because they want to use bzr.

They do not read the team description at all, and no text on the page 
will sway them.  I've asked some people why they're doing this, and they 
think that they needed to be in the sponsors team to use the sponsorship 
queue.  People often don't seem to find it unclear, they just don't read it.

I've found that declining them with exactly the same words in the 
summary was effective, and I've not seen them attempt to join again.

YMMV, but that's what I've found for a similar team, so I'd say that's 
the reason they're joining yours.
