New index format

Hi,

I might be wrong here, but it seems like the commands that the
Emacs thread is discussing all have a bottleneck in the index
format.

I know that the current format isn't intended to be the final
solution. I also know that Robert and someone were sketching
out a much better format. Robert, who was working on that with
you? Have they stopped? Are the sketches around anywhere? Were
they close to a final design?

I'm not sure whether I can commit to doing it, but I would like
to see how far along the task was, and how much work it would
take to finish.
