Sounds like the memory leak bug in the svn python bindings to me.

This causes bzr-svn to use enormous amounts of memory which could 
explain the slowness as well if physical RAM was exhausted and swap had 
to be used....

It has been fixed in svn trunk but I think that won't be public until 
1.4.7 of svn.
