--apend-revisions-only as option to "bzr init-repo"

I think its a bad idea; it will minimally impact performance, and
further lead to conflicts and special cases when branching between
repositories.

I'd much rather see an option like this as a hierarchical default, say
from a .bzr/options.conf or something. (Or heck, even locations.conf).
