--apend-revisions-only as option to "bzr init-repo"

I think it would be nice if you could have a repo.conf or something
similar. When bazaar looks for a configuration option it tries
branch.conf and, if not found there, looks at the repository's
repo.conf. Then this would work for all config options and not just
- --append-revisions-only. At least it could do this for options that
affect a branch's behavior so maybe it only makes sense to do this for a
few options.

Would that be possible?
