Windows binaries for bzr-svn - don't need python-based installer

This is not an official binary; there are no official binaries.

If some of it works, it all will. Do you have a standalone python
installed on your machine as well? If so, maybe you're accidently using
that with the installed bzr? If not, please update the wiki (although it
may be nice if somebody else can confirm this as well).
