With knit-based repositories, append was required. I believe it's not
necessary for packs, so we can look at changing that requirement.
There is also a problem on your server's end, because if it does not
support append, it should not report a temporary error. Instead, it
should probably report "502 Command not implemented".

I don't think we'll have an immediate fix for this. Perhaps we can do
it for 1.3
