[bzr.dev network api break] faster bzr+ssh pulling

I've just merged a change to the bzr.dev only method
Repository.get_parent_map which removes all duplicates in the sent
responses and bz2's those responses. This massively reduces round trips
- a 100 mainline pull is now 2 round trips to get revision graph details
(a total of 6 seconds) and then a single stream of data.

WARNING: If you are using bzr.dev clients with bzr.dev servers, upgrade
both at the same time.

bzr.dev with bzr 1.1 or earlier is unchanged - Andrew was working on
make this more compatible; I don't know the status there.
