[RFC] bzr.dev should be tagged

Yeah, we had a formal policy of not merging the releases back into 
mainline. There were a couple reasons for it, but I personally prefer it 
if we *do* merge back. There have been a couple debates on the subject 
if you want to check the archives.

I also keep mirrors of the bzr.dev branches here:
http://bzr.arbash-meinel.com/mirrors/bzr/releases

The only difference is that I have 0.0.5, 0.1, 0.6, 0.7, and 0.8.

I actually just got them from:
bazaar-vcs.org/bzr

Though the 0.0.5 and 0.6 are guesses from the commit logs.
