[RFC] bzr.dev should be tagged

This means that the releases branches don't have to diverge from the devel 
branch.
This for bazaar was not true [*]. In general the releases branches may diverge 
from the devel branch: for example for maintance pourpose (during the 
developing of the 1.2 we can release the version 1.1.1 for security reason).
