[MERGE] Remove the experimental flag of pack formats.

Hello.

Following up to the recent thread from Goffredo Baroncelli, and after a
question from Lo-lan-do in IRC asking whether rich-root-pack would be
experimental in 1.1, here's a bundle that removes the experimental flag
from all pack formats. (I made the initial removal in pack-0.92 a
separate revision with Goffredo as --author.)

I've removed the flag from pack-0.92-subtree since dirstate-with-subtree
does not have it either, it's just hidden.
