question about license of docs

They're covered by the same licence as the code, GPL.  We had a thread
a while ago about changing that to GPLv2 or v3 (rather than "v2 or
later") - I haven't actually sent a patch to change it yet.  For now
I'd recommend making them v2 or v3.
