I personally think the docs are in GPL. I know there is GFDL or something like
that for documents, but it has invariant sections which means that Debian
doesn't like it (GDFL?).
As Martin would have a greater say, he should probably weigh in on this. But I
would start with GPL, since everything else in Bazaar is GPL (v2 or later, some
bits *might* be v2).
