Apport support

I know in the past we had a patch which used apport if it was available.
And then we removed support for it because it was causing some conflicts or
problems on other platforms, etc.

I was thinking about it, and I would like to see us bring it back if we could
do it in a reasonable way. I know Martin was thinking about changing the
traceback to point people at the bug tracker rather than at the mailing list.
Apport is also designed to help decrease the number of duplicate bugs that you get.

I don't remember the details, though. So I thought I would bring it up for
discussion before I tried to track down the old Apport code.
