Readonly bit use case

I think both of these use cases could easily be derived from an
extension that allows us to version full mode. Because people would
*really* like that for versioning /etc.

*I* think what we could do is provide a
post-update/merge/checkout/build-tree hook, which would allow plugins to
 inspect the properties file, and chmod appropriately.

It may not be a 100% solution, but I'm guessing it is a fairly cheap 80%
one.
