(rfc) use Launchpad answers for error reports?

Launchpad has a 'question and answer' facility, by which people can
ask questions, potential answerers are notified, and then a dialog
continues until the question is answered or otherwise closed.  There
is a way to connect up people who can ask and answer questions in
languages other than English, and if the question turns out to be a
new bug report it can be converted.  This is distinct from bugs in an
attempt to keep the bug list free of reported duplicates and questions
that are not bugs.

It occurred to me maybe we should encourage people to use this, rather
than the list, when they encounter a Bazaar problem.  I'm not in a
tearing hurry to do it but though I'd float it here.

Potential advantages seem to be:
 - faster/easier to convert problem reports into bugs?
 - tracking of which questions have/have not been answered?
 - new people reporting bugs don't get their messages held for
antispam moderation
 - if a report is a dupe, the user may be able to solve it themselves
from the list of previously answered questions
 - if the report is turned into a bug and later fixed, the user can be notified
 - if the report is discussed on the list, then the user may either
not see the followup, or feel obliged to subscribe to a high-volume
list
 - possibly builds a FAQ over time

Disadvantages:
 - doing things just over mail is more flexible - can do it offline,
etc -- though I think Answers can gateway to mail
 - people must (?) create an lp account to ask a question

Concretely if people are in favor I'd change the traceback message to
invite people to either send mail or use the answer tracker.
