[MERGE] Document core developer tasks in HACKING

Back in June, I put together a Core Developer Handbook
(http://bazaar-vcs.org/IanClatworthy/CoreDeveloperHandbook) with the
intention of moving that information into our build in the fullness of
time. As this is Feature Freeze week, now seems as good a time as any.

The original announcement and follow-up comments can be found in the
mailing list archives here:
https://lists.ubuntu.com/archives/bazaar/2007q2/026609.html. I've tried
to address the issues raised at the time.

Having said that, some of the information could be stale and other bits
have plenty of room for improvement. At a minimum, we need to get the
stale info corrected before merging - improvements could always come as
subsequent patches I think.

As well as the usual suspects, I'd love to hear from newer members of
our community on the content. Are things explained clearly enough and
are there things that need to be added? Does the information help or
confuse?
