I like the idea of a single command that encapsulates the numerous 
transformations one may wish to do to tree/branch. When it exists, I 
guess the existing commands would become aliases and create-tree would 
as well.

Given that, adding a create-tree command now is still ok IMO. It is 
certainly far more intuitive that 'checkout' when learning Bazaar. When 
I first learnt about using checkout like this a few months back, I 
thought "that's weird - checkout/update are centralised workflow 
commands so I didn't expect that."
