It does indeed sound like a regression if it worked in 0.18. I'm pretty sure we
didn't store the passwords in ~/.bazaar/locations.conf (at least by default, I
think the user could edit the file to put them back in).
I realize we probably missed the release point. I guess this changed with
Vincent's caching changes? (Passing around password, etc, rather than having
cached FTP transports.)
I'm not really sure how the authentication has changed since 0.18.
