[merge] remove Transport.should_cache

This method was not used or useful, as far as I can see.  I think it
was meant to say whether the transport was 'expensive' compared to
local disk; if we want that we should add something with a better
name.

I think Andrew is interested in having fetch know which of the two
repositories is relatively slower to access.  We might need more than
just a boolean for that though: hpss is typically slower than local
but faster than sftp, and that's without getting into estimating how
fast they are in the specific situation.
