Just do "bzr send ../bzr.dev -o ../patches/my.patch". Don't give a
second argument.
The second argument specifies a public location of your branch, e.g. a
public mirror of your branch. This allows people to download your
changes that way, and to keep up to date by observing that branch. It
is not required unless you use --no-bundle.
