Well its both really isn't it? Its a statement that the low number of
the previous release isn't reflective of the progress made; and
unfortunately some people do read 0.14 as being '14/100 towards 1.0' -
it doesn't matter that other people go by changelog, project plans etc -
they won't be affected by a change to 0.90 - but the folk that react
emotively will be.
