A merge-directive, actually.  From format 4 on, bundles are just the
historical data, not the patch, not a description of how to merge.

No, you would normally point to a local mirror of the master.  Whatever
you branched from should be fine.  I was using "empty" as an example
only, to keep the numbers clearer.
