[merge] remove big header from the top of selftest output

This removes the big version display at the top of selftest output.  I
added this a while ago and Robert objected.  This still shows the
bzrlib and python version, which I think is useful::

mbp at hope% ./bzr selftest selftest
testing: /home/mbp/bzr/test-show-version/bzr
   /home/mbp/bzr/test-show-version/bzrlib (0.19.0dev0 python2.5.1.final.0)

We could also remove the blank line following it, but that's a bit
intertangled with the tests for --list-only so I've left it for now.
(--list-only should probably really just list and not emit any headers
or footers.)

Someone else suggested that running 'bzr selftest' when there is a bzr
file in your current or parent directory is probably a mistake and
should give a warning -- probably also a good idea but I'm also not
doing that for now.
