Announce: Bundle Buggy now accepts BB: for votes

Hi all,

I've updated Bundle Buggy to accept "BB:" (or "bb:", "bB:", whatever) as
a vote marker, in place of "!".  The ! notation is still accepted for
the moment, but I expect to remove that eventually.

Also, I'm stripping PGP/GPG signatures at display time.

Now that vote comments have grown markedly longer and include
quotations, I suspect we'll need more colorization...
