0.19 release schedule

It is a 4-week release cycle, with 1 week of overlap.

So we should have a new release every 4 weeks, but the 0.18rc1 week
overlaps with the first week of 0.19 development.

For example:

week1: release 0.18rc1	open bzr.dev for 0.19
week2: release 0.18	devel on bzr.dev for 0.19
week3: 			devel on bzr.dev for 0.19
week4: 			bzr.dev feature frozen for 0.19
week5: release 0.19rc1	open bzr.dev for 0.20
week6: release 0.19	devel on bzr.dev for 0.20

There are 4 weeks between 0.18 being released, and 0.19 being released.
However, 0.19 has been 'in progress' for 5 total weeks. One of them
being a feature freeze, and the other being a week for rc1.

At least, that is my understanding.
