I think it would be fun to have some new-blood doing a release.

It does take a bit of effort, mostly because the release manager should do a
bit of 'herding' to just bring to light some of the things that we want
available in the next release.

And they should be fairly responsive during the feature-freeze week, since
there are a lot of things that get reviewed and approved, but it is up to the
RM to give the final go/no-go to merge into the release.
