No, bzr should let you merge an unrelated branch, as long as you specify
the merge base.  Otherwise, it should say:

bzr: ERROR: Branches have no common ancestor, and no merge base revision
was specified.

Could you please try with bzr.dev revno 2603 or later?  It's likely your
bug was fixed by iter_changes-based merge.
