[MERGE] docs: various small doc updates

Hi,

These should be fairly self-explanatory changes.

The biggest change is pulling bug tracker stuff out of
configuration.txt and putting it in its own file. I wasn't
sure whether to leave a link in its place. It seems like the
configuration file can't have everything that could go in
the config file listed, but it might be a good way to
lead people to the feature.

I also added a couple of sentences here and there. These
were the files that appeared to need the least work.
