[RFC] fetch-ghosts command?

I don't know about a plain 'fetch' command - when combined with gc it
seems odd to me. I thought Aaron was using shorthand for the library api
which is indeed 'fetch'. Anyhow, I'm happy to have 'fetch --ghosts'.
