Able to be accessed from the command line as well as from bzrlib.

It came up during https://bugs.launchpad.net/bugs/125249 -- I would
imagine that fetch would bring in all the new revisions from another
branch, but not put them onto a branch or update a tree. It wouldn't
try to fill ghosts unless --ghosts was specified. Just an idea.
