Comment:
The consensus seems to be that we should warn only if the newly added 
ignore rules matches some versioned files.  So we would need an 
additional test that, if there is an existing ignore rule that matches 
some versioned files, adding a new rule does not give a warning about 
them.  So I'm marking this particular patch rejected, but we'd welcome 
future patches.

I'm still not sure that this really addresses the user story of 
https://bugs.launchpad.net/bzr/+bug/48623 -- maybe they really want help 
in bzr add about how to undo their addition?
