Probably post "1.0" - its complicated to do *really well* without lots
of complexity and corner cases, and we strive very hard to do that.
Over the next 4 and a bit months we're planning to get bzr into such
good shape for all its current features that we can put it out there and
say 'look, its done'. We should then be in a really good position to
figure out the right way to do such copies and a number of similar
operations (such as parallel conversions from CVS by different people).
Changing bzr to do this may result in a format upgrade, but as we don't
have a full design for it yet, we're not in a good position to predict
when such a design will be complete, nor when it would be likely to be
implemented (and what the interoperability issues it may raise will be).
Being a distributed system makes that awfully tricky.
