bzr.dev now open for 0.18 development

All,

0.17rc1 is now packaged and tested and in the process of being uploaded.
I'll send an announcement once it is available for download, together
with a summary of changes since 0.16, etc.

In the meantime, the good news for developers is that bzr.dev is now
ready for 0.18. If you were holding back from submitting changes because
they were too risky late in the 0.17 cycle, you may submit them now to
bzr.dev.
