[merge] test_transport needs to provide get_test_permutations

I'm not sure.  At least in my other patch intended to merge to 0.16 i
should change it back to a warning.

But given the problem I previously observed of many repetitions of
this warning, I wanted to check that we had fixed every case.  I don't
think requiring transports to declare how they are tested is an
unreasonable burden (the stub is just two lines).

I should probably check *why* this was being called so many times...
Maybe it's just once per transport test or something.
