[merge] test_transport needs to provide get_test_permutations

Are we sure that we want all transport modules to provide 
test_permutations?

I suppose we have had the warning around long enough. Raise 
AssertionError seems a bit strong to me.

Either way, you should remove the commented out section before merging.
