[MERGE][bug #75721](0.17) "bzr push" should only connect 1 time

I updated my patch according to Martin's comments.

This new patch provides "Transport.ensure_base()", which is the :

try:
  t.mkdir('.')
except FileExists:
  pass

call that we use all over the codebase, only this comes with tests :)

I went ahead and did a bit of searching to clean up all the places that
were manually ensuring the transport base directory existed.
