[RFC] bzr help foo error output

I've filed bug 107656 about this. From IRC:

19:13 < lifeless> I think this is a little ugly
19:13 < lifeless> :!./bzr help foo
19:13 < lifeless> bzr: ERROR: unknown command "foo"
19:14 < lifeless> I'd rather it said
19:14 < lifeless> bzr: ERROR: no help topic 'foo'. See 'bzr help topics'
for a list of help topics.
19:15 < lifeless> or something similar. What do you think ?

19:22 < lifeless> poolie: ^
19:23 < poolie> ok, but add "or help commands" or something
19:24 < lifeless> poolie: why? (topics lists commands as a subtopic)

19:26 < spiv> I think I'd like it to say "no command or help topic
'foo'....", just so it's clear you can do "bzr help COMMAND", but that's
only slight preference.

repressed!"
