I would much prefer to call it 0.16.  Whatever else it is, it's not a
bugfix-only release.  Other packages rely on the convention that the
third number indicates bugfix releases, e.g. bzrtools and bzr-gtk.

I've already released BzrTools 0.15.4, which was intended to be
compatible with 0.15.0.  It would be confusing if I had to release
BzrTools 0.15.5 to go along with Bazaar 0.15.1.
