[MERGE][0.15] TemporaryWriteLock should grab an Exclusive lock

I missed this when I first wrote it, but Marien Zwart came across weird
issues with CIFS and discovered it.

This patch just updates _fcntl_TemporaryWriteLock to properly take out
an exclusive lock on the file.

It is built upon my earlier locking patch, but I can split it out if needed.
