Bazaar conference planning

OK, since "right after UDS-Sevilla" is good for some people and didn't
raise any objections, let's go ahead on that basis:

I've made it run from Monday to Sunday as for the previous sprint -- I
guess this makes it easier for people who can't get there during the
week.

As I said, it would be great to get as many of us together as we can
and I'll ask Canonical to contribute travel costs as we do at some
other conferences.

It can be good to set some goals ahead of time to focus our attention.
 Some possibilties are:

 * adding more/faster hpss commands
 * fast/scalable repository format
 * run up to 1.0: make a list of what has to be done, and just do as
much of it as we can
