[MERGE][0.15] Hide commands for nested trees.

I think the state of nested trees in 0.15 is too raw to encourage their
use by normal users.

This patch hides the commands specific to nested trees, moves the NEWS
item from IMROVEMENTS to INTERNALS, and improves their documentation.
