bzr.dev and bzr-0.15rc2

I was just updating NEWS for fixing
https://beta.launchpad.net/bzr/+bug/92608

And I realized that bzr.dev doesn't have the correct 0.15rc2 section. I
wanted to make sure my comment gets put in the right section (so it is
clear that the fix happens in 0.15rc3 but is not present in 0.15rc2).

I'm not going to take the time right now to sort out what the exact
release is for 0.15rc2. But I figured we probably should have things
sorted properly.
