After you able to run bzr you need to checkout a branch to your local
machine with command like this:

bzr co --lightweight http://bazaar.launchpad.net/~jamesh/bzr-repo-push/devel repo_push

Run this command in any temp directory (or see below).

You need to place the directory with checkout (repo_push)
to C:\Document and Settings\YOURUSERNAME\Application Data\bazaar\2.0\plugins\

Most of them. Actually you can't use only GUI plugins with bzr.exe.

I can't reproduce this on my machine.
Try with Firefox ;-)
