I don't think we will have it in suitable shape for general use by 0.15.

The big win right now is for ongoing development.  Merging the formats
it uses into the mainline means that I can spend less time dealing with
version skew, and more time improving the functionality.  It has also
eliminated the need to create a new working tree format for subtree support.
